[RSS Feed/News] Decouple post reporting from "Minimum time between messages"

So if you report spam and there's more than one post you have to wait x seconds to report again. For sites that have long intervals this could pose an even greater inconvenience in reporting. Perhaps it should not be tied to the message interval setting.
