[RSS Feed/News] Member Stats | Latest Member - User shouldn't display if Account Privacy is restricted

If a User Account has their Privacy for 'View your details on your profile page' set to an option other than 'All Visitors', then only applicable users (eg. Nobody, People Followed, Members, etc.) should be able to see the Username displayed as the Latest Member within the Member Stats (widget).
