If you have push alerts disabled, when a new user signs up, in the database "Receive push notification when a new conversation message is received" gets entered a 0 instead of 1.
So when you enable push for your users, all previous users are at 0, and new registrations are at 1.
This conflicts with the rest of the push alerts listed below which, when push is enabled, they are all enabled for previous users (and future).
