[RSS Feed/News] "Search titles only" always includes the tagging tooltip

If tags are enabled, the macro search_form_macros::keywords always shows the "tags will also be searched" tooltip without any configuration. This often will not make sense for content types which do not implement tagging (either in the "container" type or the content type).
