[RSS Feed/News] Sticky Add on

Hello,

I am looking for an add-on or if someone knows where I can find an add-on that will allow me to make a specific node permission private from everything but a sticky post or a post from a certain staff member.

Example:


I would like when I untick the "View threads by others" that it will still show the sticky posts available in the category and sub-forum.
