[tl] Profile Cover - Profile cover for XenForo 2.x

Permissions:

• Maximum upload cover images
• Allow user upload or remove other user cover

Options:

• Control the cover dimension
• Control the cover quality
• Limit the file size when upload new cover
• Default cover for all users did not have an custom cover.

Other features:

• Automatically remove user cover when the permission 'Allow upload cover' be revoked...
