[RSS Feed/News] Tool bar is grayed out for all members, admin, mods and users.

No clue what I've done to cause this but the tool bar is grayed out. No Bold, or smilies, nothing. I have checked permissions for myself and users. All are yes. Any that were inherited I changed to yes just in case. No joy.
Help please.
