[RSS Feed/News] User search returning different criteria to email users - Edit: SOLVED!

If I do a user search purely for users awaiting email (default form apart from all other user states unticked):



Then I get three results.

But if I generate a list of users for batch email sending using the same criteria, then I only get two. I have tried unticking

Only send to users opting to receive news and update emails

But that is the same result.

What else could I be missing?
