[RSS Feed/News] Usergroup promotion with "ALL" usergroup requirements?

So I noticed that with usergroup promotions the criteria can only be "ANY", and no "ALL". I assume this is feature missing or is it somewhere hidden?

I'd like to promote users to a usergroup who are in specific multiple usergroups, not any of them.
