[RSS Feed/News] Wanting to create a notice when someone selects to upload a new media item

Is it possible to use the page category -> controller & action is

so that I can display a message to users when they are considering uploading a media item? I am not sure how I would even begin to find the controller or whhat word is used for the action new upload etc.

Appreciate any help!
