[RSS Feed/News] What could be causing these to be greyed out for certain members?

I am looking into why most members and staff on the forum are able to see these options in the screenshot below but one specific member is not able to.

I have the options myself but they do not seem to have them, they are set as a moderator.

Any help is appreciated, thank you
