Bump limit v2.1 changes:
Secondary user group time limits now properly override primary user group time limits.

Added 'Bump limit bypass hours' to options page.
Bump limit v1.9 changes:
Now includes two new User group permissions for bump limit times. Also improved error phrase shown to thread starter when they try to bump before time limit has expired.
