Support how to limit download attachment by region

Can I ask you something
There are 3 user group levels: user group lv1, user group lv2 and user group lv3
There are 3 note category: category 1, category 2 and category 3

user group lv1: download unlimited attachments in category 1
user group lv2: download unlimited attachment in category 1 but download limit attachment eg about 5 files/day in category 2
user group lv3: download unlimited attachment in category 1, download limit attachment eg about 5 files/day in category 2 but download limit attachment eg about 2 files/day in category 3

Can I ask if there is an addon or an edit to make it split like that? I using xenforo 2.1

thank you, the addons you suggested are for XFRM and they are very good to use
I mean can it be used for attachment? ^^
if the XFRM addons have the same function for attachment, that would be great
