You can customize them by CSS Customizations
Nah, u can turn on tags there /admin.php?options/groups/tagging, every member will be able to make own tag. Later u can press on tag, and press inspect, and u will be able to edit it, change color shape etc... But u need to know a bit of css, later u have to copy it, and paste it in extra.less in templates tab. This is simple tutorial on how to edit css! [
