u need to open php.ini and find disable_functions remove fpassthru from disable_functions in php.ini , but u need to know which php.ini your php use by creating php info script if u don't know :

not sure which php your server is running. But your XF 2.2.8 p1 - maybe you need to use a lower php on web hosting or more up-to-date xenforo like 2.2.13 and see if this solve your problem.
