[RSS Feed/News] Is there any option for users to have a "notice" that if he want to post a new thread "Please use chat" or "Did you used chat?" ?

Hi Guys!

Is there any way to make a notice for users who want to make a new thread before or after post "Please use the search! " or something like that?
I know I can add "thread prompts" but it only changes what's in the new thread text....

I would like something of a pop-up before or after he want to post.
