[RSS Feed/News] Limit certain reactions to once a day / by usergroup / etc.

I'd really like a way to limit the use of certain reactions by usage (once a day/hr etc.)
or by usergroup (some usergroups can use specific reactions, others can't)

Allow each reaction have its own limit.
