[RSS Feed/News] Looking for "Report Behavior" addon

I know there is a "Report" link in posts, but for some reason, in my community this does not encourage the reporting of bad behavior (essentially people being grade A jerks). I feel an additional link to "Report Behavior" could be beneficial. Once clicked it could ask for additional details, maybe selecting some tick boxes or such:
