[RSS Feed/News] Merging users with high following count can result in inconsistent following cache

  1. User X follows 1K people
  2. User Y follows 1K people
  3. User X is merged into User Y
  4. User Y's following cache will now have the user id of 2K people instead of a hard limit of 1K
