[RSS Feed/News] Paypal Spam emails checker?

On a forum where there is a Classifieds section, we have had a few scammers try to pull stunts and would like to see if we could find a kind of Paypal Spam emails checker, or a website that could be used to vet Paypal emails. We'd share with our members so they can double-check before going forward with sending payments to dubious accounts.

Something like "Check new registrations against the StopForumSpam database."
