[RSS Feed/News] Refactor XF:Attachment admin controller

I'm trying just add some search filters to ACP's attachment list... But It's impossible without full action override (or bad hardcoding in Attachment::findAttachmentsForList).
Please do refactor this important place for add-on extensions
