[RSS Feed/News] Send a Retry-After header with status 503 when a site is inactive / closed

When a site is inactive / closed via /admin.php?options/groups/boardActive/ add a time & date picker so that a Retry-After header can also be sent with the 503 status code.

The Retry-After header should be sent as per RFC, and GoogleBot (other bots?) adheres to the Retry-After header for knowing when to return.
