[RSS Feed/News] "Start a Conversation" button on an individual post

We are 2.2 but have been using XF since 2015. A user reports that they used to be able to click a button that would start a conversation based on a specific post. Right now, all I see is the ability to start a conversation with the user who posted the message.

Is this something that used to be there and is now gone? Is this something I have inadvertently disabled?
