[RSS Feed/News] Tab Hover Border Question

When adding a border around nav. tab on hover, the border is placed twice. Once around the the main tab and also around the inner text. How can I only put it around the outer edge? I do not want the border shown below.


This is my CSS now.



Also what setting stops the cascade drop down (removes' the down arrow)?
