did you get any solution ?
I'm facing same issue after installing theses telegram addons.
Fixed by uninstall [Telegram] Notifications 2.0.0 RC5 then install [Telegram] Notifications 2.0.0 RC 4

Well, you can force-enable for all notifications in Telegram with one query:

UPDATE
  xf_user_option
SET
  smodders_tgnotifications_optout = alert_optout
