[XenConcept] Restrict To Download Resources 2.2.3

Added:

• Add two restrict before can the download resource
  • React required
  • Rate required
• Add bypass user group permission
  • Can bypass the react required to download
  • Can bypass the rating required to download

Please note that the rate required restriction will take effect after the initial version has been downloaded, so it will be required for the second version.
