Support my site says its in maintenance mode

my site says it's in maintenance mode when I didn't put it in it and I can't access the ACP to turn it off.
this is what it says I don't know if it's a plugin or not.

it doesn't say this on the landing page any the forum part of the site so I'm confused why its doing this now

i have to delete the forum files to make it go away and then after adding 2 plugins this comes up
(new plugins everytime)

edit: now it is doing it on the install page

there only place it is doing it is Under Maintenance

never mind I have fixed it.
edit: happened again after installing 4 plugins
