In some forums there is a special system for warnings where the moderator warns the member. During this time, the member cannot post until the warning ends, and he also cannot start new messages. Please, I want this addition or its name.

What exactly do you want?
Show a "warning" message for those who are included in the warn group?
For example:
Groups & permissions -- User groups = Edit user group: WARN
SETUP >>
Display styling priority = This should be the highest value
User title override = You can also apply a picture here. <img src="YOURFOLDER/IMAGES/WARNED.PNG" />
Username CSS = Here you can format the style of the user name in the group.
User banner text = This is also a field that can appear during Avatar and you can apply a picture here.

Communication -- Notices = ADD NOTICE
Edit HTML message in Notice options TAB.
Then you step User criteria TAB and choose the WARN usergroup on "User is a member of any of the selected user groups" option.
